Adaptation to Climate Change as a Priority in Spanish Development Cooperation
Spain has supported the Adaptation Fund since its inception and has been part of the Adaptation Fund Board since the beginning, supporting its development, evolution, and its articulation. Spain was the first country who pledged to the Adaptation fund in 2010 with 45 million euros. This Fund has proven to be a success and a clear example of an innovative instrument.
In the last 3 years, Spain has pledged 70 million euros to the Adaptation Fund which highlights our continued commitment to adaptation and to adaptation finance. These contributions are aligned with the Spanish development cooperation priorities, which considers the 2030 Agenda and the Paris Agreement and the Sendai Framework for Disaster Risk Reduction as the cornerstones of such cooperation of the fight against poverty and of resilient development.
Spain support includes continued contributions to most relevant multilateral climate funds and programmes in support of the needs and priorities of developing countries as reflected in their Nationally Determined Contributions to the Paris Agreement (NDCs) and National Adaptation Plans. In addition to that, importance is given to mainstreaming climate change in all international financial instruments.
The Adaptation Fund objectives are in line with the Spanish International Climate Finance Strategy, which seeks to support activities and projects with a clear and direct impact on the fight against climate change, including by reducing vulnerability and increasing the resilience of different socioeconomic sectors and natural systems facing the impacts and risks of climate change.
This strategy aims at the need to increase adaptation finance to move towards truly transformative adaptation actions in a way in which adaptation actions and policies are considered in a holistic and crosscutting manner, ensuring that adaptation is mainstreamed across the boards and forms part of the institutional core of governments and their growth and development policies.
In addition to our participation through financial contributions, Spain committed to disseminating the most relevant information on how to access the fund’s resources (in Spanish). In this sense we have worked, and we will be working together with the Adaptation Fund Secretariat on communication actions and training, especially for the Latin American and Caribbean region and promoting adaptation products in Spanish.
Spain sees the Adaption Fund as a key world player in promoting resilience and helping vulnerable communities in developing countries to adapt to the effects of climate change, and strongly supports the direct access modality, that allows accredited national institutions in developing countries to access financing and manage projects directly.
