Luis R. Paz was born on 21 June 1944 in Cuba. In 1973 he obtained a diploma on Meteorology at Meteorological College in Havana. In 1987 he received a Doctoral Degree ( Ph.D ) in Geographical Science on Climatology at Academy of Sciences of Cuba.

 

After his graduation he has been working at the Institute of Meteorology in Cuban Ministry of Sciences, Technology and Environment, being Climatologist, Head of Division of Climatology, Deputy Director for International Cooperation, and Scientific Issues, and Head of Climate Center.Dr. Paz was the Cuban Climate Change Country Team Coordinator and project coordinator of the enabling activity to prepare the Cuban initial National Communication to the UNFCCC. He is a member of the GEF SGP National Steering Committee and its current Chair.At current time he is serving as researcher and climate change specialist at its Climate Center. Dr. Paz has served as Technical Coordinator of CC:TRAIN Program at UNITAR (February 2000 – February 2001) and was a Member of Consultative Group of Experts on National Communications from Parties not included in Annex I to the UNFCCC (CGE) (2003 – 2007).

 

Dr. Paz has served as Trainer and coordinator of training course at Meteorological Service of Republic of Nicaragua, and as Trainer for preparation of Dominican Republic National Country Team for the first national communication to the UNFCCC. He taught at Meteorological Training Center in the Institute of Meteorology and at Physic Faculty in Havana University as an Associate Professor on Climatology, and  was a coordinator and lecturer of course by Educational Cuban T.V. entitled “Climate Change: a global challenge” and lecturer of the course entitled “Energy and Climate Change” by T.V. also. He is a permanent member of board on scientific degrees in Geographical Sciences of Ministry of Higher Education.

 

He has participated in more than 40 national and international scientific conferences and technical workshop, y has published several scientific and technical papers on climate applications. He has published, among of others, “El clima de Cuba” (The climate of Cuba), Editorial Academia, La Habana 1994,186 pages, he is  an author of the scientific report entitled “Variaciones y cambios del clima en Cuba” (Variations and changes of climate in Cuba). Also, he is an editor of the multi-authored report entitled “Evaluación preliminary de los impactos del cambio climático global en Cuba” (Preliminary Assessment on the Impact of Global Climate Change in Cuba), Academia de Ciencias deCuba, 1991; an editor of the Proceedings of the IPCC Outreach Workshop on Mitigation, Contribution of Working Group III to the TAR. Havana 23, 2002, 248 pages; and an editor of the report entitled “Primera Comunicación Nacional de Cuba a la Convención Marco de las Naciones Unidas sobre Cambio Climático” (First national communication of Cuba to the UNFCCC), La Habana 2001, 169 pages.

 

He participated in Intergovernmental Negotiating Committee for a Framework Convention on Climate Change between 1991 and 1995, and he is an active participant in the subsidiary bodies of Climate Convention, and in Conferences of the Parties as a Cuban negotiator.
